Security Diplomacy: Hammouchi Expands Morocco’s International Partnership Network

In Marrakech, the Director General of National Security and Territorial Surveillance held 43 bilateral meetings with security officials from four continents, opening new partnerships and strengthening Morocco’s position within international security mechanisms.

On the sidelines of the Interpol General Assembly, held in Marrakech until 27 November 2025, Abdellatif Hammouchi and the accompanying security delegation held forty-three bilateral meetings with the heads of delegations from participating countries and international organizations.

These meetings, requested by the participating delegations, made it possible to examine issues of common interest, assess the quality of existing cooperation frameworks, and open new prospects in the field of security.
Morocco has thus expanded its partnerships in Europe, Asia, Latin America, the Caribbean, and Africa, as part of a strategy aimed at reinforcing the national security model and placing it at the service of the Kingdom’s supreme interests. These exchanges also created a favourable environment for operational support, technical cooperation, and joint efforts to combat organized crime, particularly cybercrime.

In Europe, discussions brought together police and security officials from Poland, Serbia, Russia, Sweden, Denmark, Montenegro, Slovenia, Switzerland, Slovakia, Bulgaria, Romania, as well as the heads of Germany’s BKA, the Spanish National Police, the Hungarian police forces, Italy’s public security, and the police of Belarus, North Macedonia, and the Czech Republic.

In Africa, Hammouchi met with the Directors General of Police of Benin, Mauritania, Burkina Faso, Mali, Cameroon, Namibia, Rwanda, Sudan, Niger, Chad, Senegal, Gabon, Kenya, and Mozambique.

Latin American and Caribbean countries were also represented, including Chile, Argentina, the Bahamas, Brazil, and Panama.

In Asia, meetings involved officials from India, Turkey, Bahrain, Kuwait, Malaysia, Yemen, China, South Korea, and Nepal.

New Agreements

In addition to the bilateral meetings, the Director General of National Security also held talks with several regional and international organizations, including the Council of Arab Interior Ministers, Naif Arab University for Security Sciences, and the United Nations Police.

Discussions focused on enhancing Arab security cooperation, developing police training programmes, and strengthening partnerships with UN police units deployed in peacekeeping missions.

The representative of the World Economic Forum also expressed his willingness to strengthen cooperation with Morocco in the strategic fields of cybersecurity and the fight against cybercrime.

These meetings also resulted in the signing of two major memorandums of understanding:

  • The first with the Norwegian police, aimed at strengthening the prevention and fight against transnational crime.

  • The second with the Ethiopian Federal Police, outlining operational, technical, and informational cooperation between the two countries, with Moroccan support in training and capacity-building.
