HM King Mohammed VI: “The diptych ‘social justice and the fight against territorial inequalities’ is far from being an empty slogan”

His Majesty King Mohammed VI, accompanied by HRH Crown Prince Moulay El Hassan and HRH Prince Moulay Rachid, delivered a major policy address before Parliament on Friday, marking the opening of the final legislative year of the 11th Legislature. The Sovereign called on the representatives of the Nation to demonstrate responsibility, rigor, and commitment in concluding the mandate with tangible results, serving both citizens and national cohesion.

The King first praised the role of Parliament in drafting laws and overseeing government action, while emphasizing the need for a more effective parliamentary diplomacy that complements official diplomacy. Addressing the elected representatives, the Sovereign reminded them that no opposition should exist between major economic projects and social policies, as their shared objective is to improve citizens’ lives. The King stressed the importance of communication and civic engagement to bring institutions closer to the people—a mission shared, He said, by the government, political parties, media, and civil society.

Social justice and territorial development

Returning to the guidelines set out in the latest Throne Speech, His Majesty reaffirmed his vision of an emerging Morocco built on social and territorial justice, calling for a new generation of development programs. These projects, He noted, transcend political cycles: “The level of local development is the true mirror of the progress of an emerging and united Morocco,” the King underlined, insisting on a results-oriented culture, rigor in execution, and the use of digital tools to support planning.

The Sovereign set clear priorities: accelerating ongoing projects, strengthening complementarity between urban and rural areas, and stimulating local economic activities that create jobs, especially for young people. He also emphasized the need to improve education and health services and to modernize territories in order to reduce inequalities.

Three main areas of action emerged: giving special attention to mountain and oasis regions—which represent 30% of the national territory—through an integrated public policy; enhancing the national coastline while balancing development and preservation; and expanding the Emerging Rural Centers program to provide local populations with accessible administrative and social services. The King also warned against any misuse of public resources, deeming “inadmissible” any negligence undermining the profitability of investments.

King Mohammed VI called for the total mobilization of all national forces—majority, opposition, and institutions alike—to raise the country to the height of its ambitions. “We expect all of you to uphold the higher interests of the Nation,” He declared, inviting parliamentarians to be worthy of the trust placed in them by the King and the people.
