Faced with the limitations of the current model of migration cooperation, HM King Mohammed VI calls for a new approach with Morocco’s partners and rejects any pressure, threats, or attempts at blackmail.
HM King Mohammed VI reaffirmed, on Friday, October 9, 2026, the principles that should govern Morocco’s international partnerships, particularly in the field of migration. In his speech marking the opening of the 12th Legislature, the Sovereign called for renewed cooperation models and respect for the sovereign nature of the Kingdom’s commitments.
HM the King first recalled Morocco’s established position on the international stage as a responsible and reliable partner, committed to honoring its obligations.
The Kingdom is therefore “fully entitled” to expect the same treatment from its partners, the Sovereign emphasized.
Addressing the management of migration flows, HM the King highlighted the tangible results achieved through Morocco’s balanced approach.
However, HM King Mohammed VI pointed to the limitations of existing cooperation mechanisms: “We must acknowledge, with courage and objectivity, that in this area, the current model of cooperation has reached its limits, as clearly demonstrated by recurring crises.”
This assessment notably concerns Spain, Morocco’s neighboring country, with which the Kingdom has developed a significant partnership in several areas, including the fight against irregular migration.
Despite the progress achieved, the Sovereign noted the persistence of difficulties stemming from certain outdated legal provisions and judicial decisions disconnected from reality.
“Unfortunately, this combination hampers the repatriation of minors and individuals falsely claiming refugee status, while encouraging the activities of criminal networks,” the Sovereign stated.
HM King Mohammed VI also denounced irresponsible statements by certain political and media circles, as well as their exploitation of the situation.
“We affirm that partnership is a sovereign choice and a voluntary commitment that must not be subject to any pressure, threat, or blackmail,” the Sovereign insisted, recalling that international cooperation must be based on reciprocity and mutual respect, rather than coercion.
In this context, HM the King announced that Morocco would present its partners with a document outlining a clear and practical strategic vision. The document will set out a new direction for cooperation based on co-development, economic competitiveness, and regional stability.
The announced initiative aims to overcome the limitations of existing arrangements and place relations with the Kingdom’s partners within a broader framework that brings together migration, development, and shared economic interests.
